Timely decisions to create a modern hydrocarbon supply infrastructure have become an important factor in ensuring energy security for Russia and China, said Igor Sechin, Executive Secretary of the Commission for Strategic Development of the Fuel and Energy Sector and Chief Executive Officer of Rosneft Oil Company.

“Now I would like to convey warm greetings to the then co-chair of the Russia-China Energy Dialogue, the legendary Chinese leader Wang Qishan, who was recognized by the Russian people as a great friend of Russia and who pioneered the creation of the ESPO pipeline system, which has become a guaranteed route for our supplies. The head of Rosneft explained that last year, Russia provided almost 19% of China’s energy imports, worth a total of approximately $100 billion.

The dynamics of trade between Russia and China in recent years clearly demonstrates the special status of our relations, said Igor Sechin, Executive Secretary of the Commission for Strategic Development of the Fuel and Energy Sector and Chief Executive Officer of Rosneft Oil Company.

The 7th Russia-China Energy Business Forum (RCEBF) opened in Beijing, the capital of the People’s Republic of China, on Tuesday.

Around 450 people are participating in the RCEBF events, including political figures, representatives of over 100 major Russian and Chinese companies from various industries, scientists, academics, experts, and analysts.

Igor Sechin, Executive Secretary of the Commission for Strategic Development of the Fuel and Energy Sector and Environmental Security and Chief Executive Officer of Rosneft Oil Company, Vice Premier of the State Council, member of the Standing Committee of the Central Committee of the Communist Party of China Ding Xuexiang, Deputy Prime Minister of the Russian Federation Alexander Novak, and Chairman of the Board of Directors of CNPC Dai Houliang delivered speeches at the RCEBF opening ceremony.

Also participating in the opening from the Russian side were Russian Energy Minister Sergey Tsivilev, Chairman of the Management Board of VTB Bank Andrey Kostin, Chairman of VEB.RF Igor Shuvalov, Chairman of the Management Board of Gazprom Neft Alexander Dyukov, CEO of Tatneft PJSC Nail Maganov, Chairman of the Management Board of Inter RAO Sergey Dregval, CEO of Rosseti PJSC Andrey Ryumin, and CEO of RusHydro PJSC Viktor Khmarin. The opening ceremony was also attended by the heads of other Russian companies, including Gazprom, Novatek, Transneft, Rosatom, Zarubezhneft, Gazprombank, SUEK, Kuzbassrazrezugol, TMK, Alfa-Bank, the Petersburg Exchange, and others.

Igor Sechin delivered a greeting to the RCEBF participants on behalf of the President of Russian Federation. According to Vladimir Putin, bilateral relations of comprehensive partnership and strategic interaction between the Russian Federation and the People’s Republic of China continue to develop on an upward trend, and one of the most important areas of practical cooperation is energy.

“We are implementing truly large-scale joint projects in the fuel and energy sector, which are of great importance for the economic and technological development of our countries. Russia ranks first in oil and natural gas supplies to China and is increasing its coal exports. Russian and Chinese specialists are successfully collaborating in the construction of nuclear power plants and the development of clean energy sources, and are working together to improve energy production and processing technologies,” Vladimir Putin noted.

The Russian President wished the forum participants fruitful work, expressing confidence in the effectiveness of direct energy dialogue between the two countries’ leading companies.

Ding Xuexiang read a message from the President of the People’s Republic of China. In it, Xi Jinping sincerely congratulated the forum participants on its opening and noted the key role of the energy sector in developing cooperation between Russia and China.

“I hope that the forum will hold discussions that will strengthen energy cooperation for the benefit of our two countries and peoples,” the Chinese President noted in his message.

During his speech, Igor Sechin expressed deep gratitude to the leaders of Russia and China for their support and continued personal attention to the development of bilateral energy cooperation. He also thanked his Chinese friends and personally Vice Premier Ding Xuexiang for the warm welcome extended to the Russian delegation in Beijing.

Sechin noted that the companies participating in the RCEBF this year account for up to 40% of trade turnover between Russia and China. Moreover, energy accounts for approximately 70% of Russian exports to China.

“Our forum today is of particular significance for Russian-Chinese relations: this year, Russia and China are jointly celebrating the 80th anniversary of Victory in the Great Patriotic War and the surrender of Japan, which marked the end of World War II. “This date was commemorated by large-scale celebrations held in Moscow on May 9 and Beijing on September 3, attended by the leaders of our two countries, which had a broad international resonance,” Sechin recalled.

Igor Sechin also quoted the Russian President, who said in August of this year: “The memory of the joint struggle of the Soviet and Chinese peoples against German Nazism and Japanese militarism is an enduring treasure for us.”

The Russia-China Energy Business Forum has been held annually since 2018 in accordance with agreements reached between Russian President Vladimir Putin and Chinese President Xi Jinping. The events are held under the auspices of the Commission for Strategic Development of the Fuel and Energy Sector and Environmental Security and the National Energy Administration of China. Rosneft and CNPC are co-organizers of the RECBF.

Scientists from the Zapovednoye Priamurye Nature Reserve and environmentalists from the RN-Komsomolsk Oil Refinery (Rosneft subsidiary) have summarised the results of the fieldwork stage of the Under the Strong Wing project, which is aimed at studying and conserving the Steller’s sea eagle. Ornithologists have reported that the population of this red-listed bird in the Udyl Nature Reserve is doing well and is stable.

During the expedition, the scientists explored the area around Lake Udyl in the Ulchsky District of the Khabarovsk Territory. Ornithologists surveyed the coastal areas of Karasevy Lake Bay, where the nesting density is highest, using unmanned aerial vehicles. The Komsomolsk Refinery supplied all the technical equipment required for the fieldwork.

Ornithologists assessed the birds’ food supply, took samples of their biomaterials and collected data from camera traps. This resulted in a large amount of data being gathered. Examination of the observed nests revealed that they were all inhabited. Researchers captured the key stages of the nesting period for bird families, including their arrival from wintering grounds, mating rituals, egg incubation and the appearance of chicks.

A comparative analysis of the monitoring results and observations from previous years confirms that the population size in the reserve has remained stable. Thanks to its rich food supply and remoteness from populated areas and tourist routes, Lake Udyl remains an ideal habitat for the Steller’s sea eagle. Following an assessment of the quality of the feed base and the health of the birds, scientists will supplement their conclusions based on the results of laboratory biochemical studies.

The results of the large-scale studies conducted as part of the Under the Strong Wing project between 2023 and 2025 are scheduled to be presented at a roundtable event in December. Employees of Zapovednoye Priamurye and environmentalists from the Komsomolsk Refinery are planning to meet with ornithologists from other Russian regions to discuss ways of protecting Steller’s sea eagles and conducting further scientific research.

Educational activities continue to be an important part of the Under Strong Wings project. Volunteers from an environmental initiative are delivering interactive, themed lectures and quizzes to schoolchildren in the Khabarovsk Territory. These will include new information about the bird that is on the red list.

Preserving the environment for future generations is one of the key areas of Rosneft’s development strategy. The Company and its subsidiaries are implementing a number of comprehensive programmes to preserve biodiversity and natural resources in the regions of operations. They are also striving to ensure environmentally friendly production processes and minimise their environmental impact. Ornithological projects are given special attention. Thanks to the support of its subsidiaries in various regions across the country, Rosneft is conducting research and developing measures to preserve and protect rare bird species such as Steller’s sea eagles, wild geese and white gulls, etc.

Rosneft sponsored the World Sambo Championship in Bishkek, Kyrgyzstan. The large-scale competition saw the participation of 466 sportsmen from 70 countries.

The world’s strongest athletes competed in 31 weight categories in both sport and combat sambo. Blind sambo wrestlers also took part in the competition. The Russian team demonstrated excellent results, winning the overall championship. The athletes won 21 gold, 2 silver and 5 bronze medals. Kazakhstan and Kyrgyzstan took second and third place in the overall team standings, respectively.

Past duels have demonstrated the high level of competition among the world’s top sambo wrestlers. For the first time ever, an Iranian athlete won a gold medal, while a Venezuelan athlete won a silver. The International Sambo Federation’s website provided live coverage of the duels.
